In Germany you can get behind the wheel at 17 — a full year early — through begleitendes Fahren (BF17). You pass your driving test at 17, then drive in Germany as long as a registered accompanying adult — named in advance, with at least five years' licence experience — sits beside you. At 18 the restriction drops and you drive alone. It turns a birthday car into a genuinely usable gift, not just a promise.
