What is “megyei jogú város” in Hungary?

Hungary’s local-government law recognizes a special administrative tier called megyei jogú város (“city with county rights”). About 23 mid-sized Hungarian cities, including Debrecen, Szeged, Pécs, Miskolc, Győr, and Kecskemét, sit at this tier: they’re cities, but they hold the same powers as a megye (county).
