What does “verstandelijk beperkt” mean in Dutch?

Verstandelijk beperkt (“intellectually limited”) is the modern Dutch term for an intellectual disability. It replaced older terms (geestelijk gehandicapt, zwakzinnig) over recent decades. The phrasing is deliberate: verstandelijk (mental/intellectual) is contrasted with lichamelijk (physical) and zintuiglijk (sensory). The point is to keep those three things separate: someone who can’t move their face is not the same as someone who can’t reason. In Dutch disability law and education policy, the distinction is load-bearing.

In this NPO Zapp clip, Julia uses a speech device because her body limits facial movement. The presenter asks the obvious question. Her reply: “Ik heb net zoveel gedachtes als jij. En ik ben net zo slim als jij.”
