How do Dutch “kentekenplaten” work?

A Dutch kentekenplaat (“license plate”) is the lifelong identifier of a car. Where many countries reissue plates when a vehicle changes owners, the Netherlands keeps the same kenteken attached to the same vehicle from factory to scrapyard. The plates are yellow with black letters and numbers in a fixed pattern published by the RDW (the national vehicle authority). When you sell a Dutch car privately, the kenteken transfers with it; when the car is exported, the plate is destroyed.

In this clip, a Dutch explainer says: “Iedere auto heeft 2 kentekenplaten. En deze combinatie van cijfers en letters, dat is het kenteken. Als je een nieuwe auto koopt, dan hoort er altijd een kenteken bij en dat blijft ook altijd bij die auto horen.”
