What do “wel” and “hoor” mean together in Dutch?

Dutch sentences often carry two stacked particles that together do the work an English speaker handles with intonation: wel and hoor. Wel is the contradictory yes (“but yes, actually”) that reaches back to an unspoken negative; when a grandma says Maak wel een kruidenshotje voor je, she’s preempting “you don’t have medicine?” with “I do have something.” Hoor is the listener-directed softener that turns flat statements into reassurance, making the offer feel like an arm around the shoulder. Together they pivot from “no medicine?” to “here, don’t worry.”
