When something goes wrong, a person or company can “shift the blame” — move the fault onto someone else instead of admitting it. A festival sold 26,000 tickets for a space that could hold 5,000 people. When problems started, organizers blamed people who came without tickets. One attendee called that “shifting the blame” — a way to avoid admitting the real problem was terrible planning.

In the clip, an attendee says the organizers' public apology was “just them trying to shift the blame off of themselves and not taking accountability for the fact that this is just through and through horrible planning.” Notice the contrast: “not taking accountability” is the opposite of shifting the blame.
